Microsoft is planning to open up its document standard in response to a decision by Massachusetts (backed by Governor Romney) to migrate all state produced documents to the PDF and OpenDoc formats (OpenDoc is incompatible with Microsoft Office). While Romney has welcomed Microsoft’s plan, the general consensus among technology news media is that their plan doesn’t really amount to anything. Some reading:
